Europe and Italy suffer the worst structural condition since the Second World War. Despite the technological development has greatly increased both production and safety in almost every human activity, the concomitant development of institutional standards and management practices without rational foundation has greatly limited the progress that the new technical and scientific knowledge would have allowed.
Almost every organization experiences external difficulties related to socio – economic recession and internal difficulties caused by dysfunctional or inadequate behaviors in terms of production and safety.
